Thank you for your question.There is a solenoid in the back wall of your freezer.(part number WP2152713).There is a bar on the back of your ice bin that inserts into the the dispenser solenoid when the bin is in place.When you remove the bin you will see a square opening that the bar goes into.The solenoid plunges up when activated, opening the front of bin exit point allowing cubes to pass through without being crushed. I am fairly certain you will find the solenoid to be the issue.With the door switch depressed and the dispenser lever actuated you should get 110 volts at solenoid,and if so it is bad.

thanks for the response I understand the operation but I only have 10.6 volts at the solenoid and I replace the control panel what else could be wrong

I would check your micro switch in the dispenser area that sends power to the solenoid. You could also have a wiring issue. Check the wire harness at the top or bottom of the door where it comes through at. I have found broken wires here before.
