Hello
I have sent you the technician diagnostic guide for your model. Run the unit through diagnostics to verify there are no error codes. many washers (both toploaders and frontloaders) have balance rings attached to or integral to the drum. The rings are partially filled with water or other liquid and function as gyroscopes during spin to help reduce vibration/oscillation. They are sealed, so the liquid does not get mixed with your clothes, and the the machine’s wash/rinse water mix into the ring .Matt Ace technician

So do these rings have to be drained , what do you recommend to having the water drained out.
-
No the ring is completely sealed and does not need to be drained.

So after a complete cycle I am supposed to hear water in the the drum if I turn it inside .

?

Yes, as long as you cannot physically see any standing water you are fine. You will always have water in the sump assembly on this model Samsung. Its completely normal to hear water as you turn the drum. Its NOT normal if you do not hear the water as you turn it.
