top turning arm is not moving during the wash

If that is not moving you need to check and make sure the unit is filling up with enough water, it should be across the basin. If it is then either the motor is bad and not running to speed or the intake grill on the pump motor assembly is clogged with debris. You will have to slide the unit out and disconnect the motor assembly from the sump boot to check it.
