The washer won’t spin at all when ran through the cycle. Only if some water is allowed to drain and then the washer is stopped and started again, it will spin. Or if the washer is pumping but not spinning and the agitate/spin speed knob is turned from fast/fast to slow/slow the basket will start to spin. We have changed the transmission, clutch , and coupling and still no luck. I can look under and see that the clutch is not spinning at all except for when the water is drained first, so the clutch is not slipping. Would this be the motor or the spin speed selector, or timer?

Hi. This does sound like a bad timer. Normally when the washer cycles it will drain the water out while it is not spinning, then after draining, the timer has a 3 second delay which allows the transmission gears to engage for spin. I have seen timers bad to the point that the timer will no longer have the delay and cause this issue. Sometimes its only on certain cycles of the timer. This is why your washer will start spinning if you open the lid or switch the speed, because it gives the delay it needs for the gears to engage.
