Hello
This is normal operation for current coil heating elements and is not an indication of problems with the coils. As of June 1, 2018, changes have been made to the standards for all electric coil elements. Ranges and cook-tops using this type of burner are now equipped with temperature-limiting coils to further reduce the risk of unattended cooking fires. The elements should not be replaced unless it is confirmed they are malfunctioning for other reasons. See the training pointer attachment for complete details. I do not think you need a control board or element.
