not cooling, neither fan is running.
replaced both fan motors and all three control boards, then got error pc-er, replaced display board and now get pc-ch, now is cooling and making ice but still get flashing light on display.

This error code is telling you of a communication problem with the door and the main control unit. The wire harness under the top left door is not connected properly or needs to be reset. You will need to remove power to the fridge and check the wire harness above the door. Simply disconnect and then reconnect the wire harness. Then plug the fridge back in and the error code will clear. Matt Ace technician

Went back out and did exactly that, went back over and checked all connections , but still will not clear board , still says PC-CH. Will not accept any commands.

If you are sure you did all commands correctly and it will not accept commands , there is no choice but to repalce the board. We have had several service calls that we could not get the unit into the diagnostic mode and had to replaced the board to correct our issue. I suggest you purchsed the board from Repair Clinic, it will cost more but you can return it even if its been installed.
