My GE refrigerator is not cooling properly and has ice building up in the bottom of the freezer section.

This sounds like a frozen drain line. I recommend clearing the ice build up and any debris found in the drain. We blow out the drain lines with CO2 compressed air tanks. You can also use a Turkey baster to clan out the drain when particles from wrappers and paper get stuck in their. See video links below for suggestions
