This dryer heats even on the air setting and in the diagnostic motor test.

What have you tried so far?
I checked the heat relay and was suprized it was not stuck. It is turned on by the control in air or the diagnostic motor test. Could it be any thing other than the control?

Yes, It is not grounded. That was the first thing I checked and thought of.
