Freezer evaporator has frosted. Evaporator fan ok. How is the defrost heater controlled?

What have you tried so far?
Ran diagnostics and heater comes on. About 1.7 amps.
When I test for errors it shows none.
Could this be the refrigerator control . It’s the only electronic control I see. Or the evaporator sensor?
This is a strange model. Can you explain this issue?
