If the thermistor freeze up and opens and the heater element is getting 12 volts and doesn’t get hot and the heater element reads I think 40 Ohms, does that mean the control board is bad? I have learned recently it should be 120v but I don’t know if there is also away to force defrost and verify the 120v

What have you tried so far?
Change the condenser fan was not coming on and also replaced the evaporator fan. Check both thermistor changing resistance in with hair dryer and the evaporator coil thermistor opening. Could not find manual for refrigerator to verify thermistor properly. The drain tube was clogged. Model RS25J509DSG/AA
