Freezer section does not get down to 0F as it should. Mainly stays around 20F. Fresh food compartment sometime freezes item in the back on top shelf, otherwise section is cold enough. Does seem to run a lot but does shut off for long periods. Compressor is pretty warm but not “hot” to the touch. Lower fan at base is working, upper fan is working, pumping cool air into both sections. I have cleaned the cooling veins twice and would say there are a clean at I can get them.
cleaning vents only, feeling the compressor. I have not taken anything apart, except remove the back cardboard covering the compressor section.

Hello
You will need to get into the freezer section and remove the back cover. Inspect the evaporator for an even frost pattern across the complete coil assembly. If you do not have an even frost pattern across the coil, you either have a leak in the system ( Starved for refrigerant ) or you have a weak suction valve in the compressor not pumping.
