When I arrived it was on the normal dial setting and will not allow to change it. When I push start it flashes “err” . No error codes. When I press the cancel and start it flashes “err” and not error code. It will not cancel. There is not tech sheet in the unit. It makes no difference to unplug it for several minutes, it still come on the normal cycle and will not change from it and repeats the same symptoms. What does the “err” mean? Do you have a tech sheet or service manual and any experience you could share on this problem?
The dial will rotate but DOES NOT change from the normal setting. So I cannot do any diagnostics to it. It stay on the normal LED no matter where I rotate the dial, and if I press any button the “err” flashes. NOTHING Else happens. It won’t program or tell me any other code.
It is as though the control is frozen and will not clear . Does this indicate that the main control is bad?

Yes if you cannot put the unit into the diagnostic mode, the control board definately needs to be replaced. Be before you replaced the board you have taken the steps below to clear the error codes. The #137007000 Control Board is a common part. see link below. Matt Ace technician
The (Err ) is a code that states an error has been detected.
To clear latest stored error code:
1) Turn the Program Knob to the start position, Spin Only.
2) Press Start/Pause to start the cycle and save it.
3) Press Cancel to stop the cycle and turn off the LEDs.
4) Press Cancel again to turn on the LEDs.
5) Within 5 seconds, press and hold the Option and Start/Pause buttons until LEDs start sequentially chasing, then release buttons.
6) Turn the program knob clockwise 7 clicks from the Start Position. The control will signal the last error code.
7) Press and hold the Options and Start/Pause buttons for 3 seconds. The code will be cleared.
Exit Diagnostic Mode to return the washer to normal operation.
a) Unplug the power cord, wait 5-8 seconds, then reconnect the power cord OR
b) Turn the program knob clockwise 2 or 3 clicks after the Start Position. Press Options and Start/Pause buttons
together for a few seconds until wash cycle LEDs appear.
