Is it typical for these units to need both the ccu & mcu? In this case it also needed a diverter valve as well but customer have a hard time ok’ing the repair amount and there’s not much I can do to cut costs for them beyond our usual coupons.

Unfortunately, yes. We have rare occasions that one or the other fixes the issue but typically you need to replace both together to solve your issue. Hopefully the customer goes ahead with this. Sometimes buying new is just a personal preference and nothing will offset their thought process on the matter. Good luck!
