Hello
See the video link below on how to remove cover. Then go to section 1-15 in the service manual link below to do your voltage checks . One you have done your voltage checks, go to section 3-1 for component testing to determine what component is causing your issue.

Sounds like a voltage or wiring issue. Yes, I believe you should only have 120v on one side at the pts switch. Check for correct power at the terminal block. Common to have burnt up connection at the terminal block. Then when wiring with in unit.

Hello
There are many possibilities for your symptom. You will need to run the unit through the load test mode on page #16 in the service manual link below. Hello
See page #44 for proper seal installation. Here are some other possibilities for your issue.
1) Make sure you are using proper dishwasher detergent. Any other types of soap may cause sudsing inside the dishwasher, resulting in poor wash performance and possibly suds and water on your kitchen floor. It is important to use high quality detergents, such as Cascade® Platinum™ Automatic Dishwashing Detergent.
2) If the upper wash arm is cracked, it can force water to spray directly toward the dishwasher door seal, causing a leak. Remove the wash arm and inspect it for cracks. If the wash arm is cracked, replace it. These waves can cause water to leak out of the bottom of the door.
3) Sometimes food particles, soap residue, and other debris can cause clogs that prevent water from draining. A clogged drain can lead to puddling inside the dishwasher that eventually leaks out the bottom of the door.
4) Make sure the unit is properly leveled.
